THE PROJECT
A Critical Rail Infrastructure Programme
PACE was contracted to undertake the role of programme Management for the recovery of both the East London Line, and North London Line components of the 5 car upgrade programme. The programme value was £324m, and involved all the complexities expected from a major infrastructure systems based urban upgrade programme.
THE CHALLENGE
A Programme Under Severe Time Pressure
The programme came under pressure from the outset with a mayoral commitment that effectively removed one year from the baseline programme from the Overground team. The programme challenge was coupled with structure and procurement of a new set of suppliers, either lacking experience or commercially challenged to deliver this unique scheme of upgrades.
PACE was contracted to solve these problems, working as an integrated part of the overground team and its commercial and technical partner organisations to solve the significant challenges faced by the programme board.

PACE began by establishing a clear understanding of the programme baseline and identifying where the existing structure and delivery approach needed to change.
Improving Design Integration
Processes were introduced to strengthen design integration and enable live information sharing across the programme.
Key systems engineers were embedded within the programme to improve technical coordination and decision-making.
Reframing the Work Packages
We restructured work packages and management focus to improve accountability, clarify responsibilities, and maximize delivery potential.
Building Stronger Delivery Teams
PACE worked closely with delivery organizations to strengthen management capability and ensure that the right expertise was aligned with each work package.
On the North London Line, PACE worked with Laing O'Rourke to restructure the project management team and site logistics
Strengthening Programme Controls
Working with Anglia Route, we developed an access strategy that secured almost every weekend with 52-hour access, alongside two major seven- and nine-week blockades incorporated into the longer-term programme.

WHAT ARE ACHEIVED
Quality-Assured Expertise for Complex Schemes
Embedded project controls, processes, organisational enhancement and effective reporting to London Overground and LOROL to ensure effective programme Management
Working closely with Cleshars and CH2M, providing enhanced management and technical support to allow a tier 2 Main contractor organisation (at the time) to deliver a very complex project
On the North London Line working closely with Laing O’Rourke to plan and restructure the project Management team and site logistics to ensure to delivery plan was achievable in a constrained environment, and also re-contracting packages of work to ensure delivery competence was effectively assigned.
Implementation of an effective cross programme communication and stakeholder management structure and reporting processes, optimising honesty and accuracy of information as well driving solid support for the supply chain, creating a successful team ethos;
Both the East London and North London Line programme were delivered on time and within budget, culminating in the programme being awarded the ICE engineering award.
